I am trying to figure out how to submit a common HTML form to a SharePoint list. The client doesn't want to use InfoPath and the SharePoint site requires a username and password. Some of the people submitting the form may not have accounts in SharePoint.

I have not experienced this issue, but have used the Business Intelligence Center template to create sites with. It might take a lot of Google searching, but I would guess you could eventually find someone else who has experienced this and hopefully found a solution.
